City and Del Mar Fairgrounds weigh possibility of affordable housing project

The Del Mar Fairgrounds are a lot of things to a lot of people, including horse racing, the county fair, trade shows, and concerts all year round. But lately, there’s talk of adding another element out here: affordable housing.
