'Constitutional court' becomes three-judge panel for challenges against the state, advances in Utah legislature

A new version of Utah's proposed "Constitutional Court" passed the Utah House on Wednesday and is moving swiftly through the legislature, slated to be heard in a Senate committee on Thursday.
