Hawaiʻi Belt Road will be a traffic emergency zone; what does that mean?

The Department of Transportation announced it will be declaring a traffic emergency zone on Hawaiʻi Belt Road, which used to be Māmalahoa Highway, in Hawaiʻi Island.
