Hit-and-run victim speaks out after crash that killed family dog

Eduardo Ramos, 22, and his dog Sylinica were hit by a hit-and-run driver while crossing a street in Emerald Hills on Valentine's Day, resulting in serious injuries to Ramos and the death of his dog.
