Governor Kathy Hochul, alongside New York City Mayor Zohran Mamdani, condemned Immigration and Customs Enforcement tactics as the agency looks to purchase "C-T-G 5 Gloves," which stands for "generated low output voltage emitter." The gloves are sometimes referred to as electric shock gloves.
