House passes bill for permanent daylight saving time; Arkansas would need its own law

The U.S. House of Representatives has approved legislation that could eventually end the twice-yearly clock changes associated with daylight saving time, but Arkansas would not automatically stop changing its clocks if the measure becomes law.
