Interior Dept. moves forward on Colorado River guidelines without full state consensus

The Dept. of the Interior has decided to move forward with the Post-2026 NEPA process, establishing new operating guidelines for the Colorado River reservoirs by Oct. 1, 2026, despite not having reached an agreement between the seven Basin States.
