Judge in Malinowski deadly shooting case ends punitive damages claim

Judge Lee P. Rudofsky ruled that a Bivens claim against the 10 ATF agents involved in the deadly shooting of Little Rock Airport Director Bryan Malinowski could not be brought for violating the Constitution, due to changes in the legal standard, but the case against the ATF can still proceed under the Federal Torts Claims Act.
