Man, 29, arrested as police investigate more than two dozen Kapa‘a car break-ins

A recent surge of car break-ins in the Kapaʻa area--more than two dozen reported, according to police--led to multiple agencies including Kauaʻi Police Department and the Department of Land and Natural Resources teaming up to investigate.
