The National City Council unanimously approved the appointment of an interim city attorney following the departure of the city’s former legal counsel in December.
Heidi Skinner brings 25 years of public entity legal experience. Her contract runs for a minimum of 120 days or until the council appoints a permanent city attorney.
The position became vacant when former City Attorney Barry Schultz’s contract expired Dec. 31. Assistant City Attorney Richard Romero had been handling multiple roles during the interim period.
“You’re the most qualified, experienced city attorney that we’ve had in decades,” Councilmember Marcus Bush said during last week’s meeting. “I’m really impressed by your interviews, your leadership, your confidence.”
Skinner’s previous experience includes work with San Diego County, Caltrans, and the cities of Oceanside and San Diego.
Bush emphasized the need for accountability on the council, telling Skinner, “I would say the number one problem in this organization has been a lack of accountability and a lack of consistency.”
Under the contract, Skinner will receive an annual salary of $263,000 among other benefits.
