Poughkeepsie man charged with strangulation in domestic incident

A Dutchess County Grand Jury has charged a 52-year-old Poughkeepsie man on a four-count indictment after a reported domestic dispute. According to the DA's office, Frank Flowers is facing both felony and misdemeanor charges.
