SSD of St. Louis violated disability law, DOJ says

The U.S. Department of Justice (DOJ) has determined that the Special School District of St. Louis (SSD) violated federal disability law by using seclusion and restraint on students with disabilities, practices investigators say were not limited to emergency situations, placing children at risk of harm.
