Taggers target 'graffiti-proof' ivy installed along 101 Freeway ahead of FIFA World Cup

Caltrans says it legally can't paint over the graffiti, so crews are covering it with artificial ivy instead. Still, the effort to stop the street art doesn't appear to be working.
