Tenants at North Little Rock apartment complex speak out as utilities set to shut off

Tenants at Shorter College Gardens Apartments say they are once again speaking out about what they describe as years of unsafe and unsanitary living conditions, as all utilities at the complex are scheduled to be shut off by December 29.
