Troubled East St. Louis pool project shows signs of comeback

East St. Louis has been without a community pool for more than a decade. A new complex, nearly completed last year, was supposed to change things until the contractor stopped getting paid – and they were forced to walk off the job. The property has remained mostly empty and silent for the last 12 months.
