Tulip Fest celebrates "Best Mom Ceremony"

For many Capital Region families, a trip to Tulip Fest at Washington Park has been part of their Mother’s Day tradition. On Sunday afternoon, some local moms were honored in a very special way at the "Capital Region Best Mom Ceremony".
