Indictment: Shreveport prison staff used electrified shield on prisoners

A federal grand jury in Shreveport returned a 34-count indictment on May 7, charging several former managers of the Catahoula Parish Correctional Center with crimes related to the abuse of 13 handcuffed, non-resisting prisoners.
