Owner of attacking dogs, who Cal City police say offered no assistance to drowning boy, refuses to attend arraignment

According to court documents, as the young boy struggled to stay above water, the dog's reported owner -- Kenneth Dobbins -- called his dogs to follow him and walked away, making no attempt to assist the drowning child or to render aid to an 8-year-old girl who, just moments later, sustained a serious but non-life-threatening dog bite.
