36,000 gallons of wastewater released after pipeline rupture near South Bay plant

A pipeline rupture near the South Bay International Wastewater Treatment Plant released approximately 36,000 gallons of wastewater, but crews responded quickly to contain the spill and prevent it from reaching the Tijuana River.
