Opportunity Zone bill could shift tax dollars from out-of-state luxuries to in-state essentials

Two Democratic state lawmakers have proposed a bill to block wealthy investors from using New York tax breaks to fund out-of-state luxury projects, fossil fuels, and gun stores, in an effort to keep hundreds of millions of tax dollars in-state.
