Repeal of Utah's anti-gerrymandering law will not be on the November ballot

In a major blow to the months-long, GOP-backed effort to repeal Utah's citizen-led. anti-gerrymandering law, known as Proposition 4, it appears the measure won't qualify for the midterm ballot this November.
