San Diego councilmember proposes campaign finance reform measure

San Diego Councilmember Sean Elo-Rivera has proposed a ballot measure to enact local campaign finance reform, which would require real-time disclosure of lobbying, ban lobbyist campaign contributions, and require self-funded candidates to disclose their spending.
